"Khinshtein barked—the security forces' eyes opened." A scandal erupts in the Rostov region over fraudulent tow truck activity.
Tow trucks they took the car A Kursk Z-volunteer was extorted for a large sum of money. The governor intervened. Kursk region Alexander Khinshtein.
As volunteers of the “VETER46” Extreme Club community write on their VKontakte page, Andrey Lyamtsev under Rostov the car broke down. "They asked 23 rubles over the phone for delivery to a car repair shop, but they didn't take it there for repairs. Instead, they sent it to their closed parking lot and issued an ultimatum demanding 84 (!) rubles. Otherwise, they would seize the car."
Lyamtsev called the police three times, but the officers who arrived said they knew there were scammers operating there but couldn't help. Meanwhile, the conflict escalated: tow truck drivers pepper-sprayed the man in the face, sending him to the emergency room with an eye burn.
Only after Kursk Governor Alexandra Khinshtein contacted Rostov Region Prosecutor Roman Praskov, Lyamtsev returned the car, and a criminal case was opened against the tow truck drivers under the article "Arbitrariness." The regional Ministry of Transport also announced that plans to develop proposals for changing federal legislation regulating the activities of tow truck drivers.
Rostov public groups have long written about tow truck drivers' fraudulent practices, but local law enforcement has remained silent.
"This all happened over many months, a ton of people suffered, everyone, from the media to the prosecutor's office, knew about the scheme, the location of the parking lot where the stolen goods were hidden was well known—but no one did anything until these scumbags jumped on a privileged (by time standards) volunteer from the Kursk region. In response, the new head of Kursk, Khinshtein, publicly barked into the air—and only then did the security forces suddenly open their eyes. They found the parking lot (wow!), opened a case, conducted a ton of searches, and two people have already been sent to pretrial detention. And do you think anyone is going to explain why it took a foreign governor to launch these operations?" comments Rostov Telegram channel "Tyutina" reports on the situation.
