Ozhegov gave permission! The Chelyabinsk court ruled Yabloko's refusal to hold pickets illegal, citing an explanatory dictionary.

Formerly the local mayor's office refused to approve the action on the grounds that the notice included the word "picket," while the law states "picketing":

"The form of public event you specified, 'picket with prefabricated and collapsible structures,' does not comply with paragraph 6, Article 2 of Federal Law No. 54-FZ. Therefore, your notification has been dismissed."

The court ruled the mayor's office's actions illegal and explained the meaning of the word "picket":

"The explanatory dictionary by S.I. Ozhegov, which is freely available, defines the term 'picket' as, among other things, 'persons or a group of people standing somewhere as a demonstration.'"- says in a court decision.
