The reason is that new construction in "Bolot" is permitted, but with restrictions on materials. Construction can either be entirely made of wood, or one floor brick and the other wooden.

The Oktyabrsky Court ordered the demolition of some of the buildings, but the landowner appealed to the regional court. The regional court upheld the Oktyabrsky Court's decision. It has now entered into force.
“I am very pleased with the regional court’s decision: this is, in essence, a precedent that gives hope that other illegal construction projects in accessible locations that violate regulations on materials will be stopped,” — the journalist comments. "And it's not just about violating regulations. For access points, in addition to boundaries, we need to develop a protected area and regulations for new construction."
