At the same time, the Belgorod governor Vyacheslav Gladkov, discussing the consequences of the latest attacks, acted against the purchase of new modular shelters: he proposed “redistributing the old ones.”

According to Gladkov, they need to be taken from areas that are not subject to shelling and transferred to areas that are shelled regularly. 

“We cannot physically cover the entire region or set up shelters throughout Belgorod,” — the governor admitted.
