Khabarovsk residents will be offered funding for the construction of the Khabarovsk-City complex: authorities want to issue public bonds.
At the Eastern Economic Forum, Deputy Chairman of the Khabarovsk Krai Government Maria Avilova spoke about ways to finance the megaprojectKhabarovsk-City" (analogous to "Moscow-City"). According to her, the regional budget's resources are limited, and the region cannot afford large loans from commercial banks. To raise funds, public bonds will be issued. Avilova считаетthat this tool is “unique in terms of people’s involvement,” they become direct participants in important projects, and their attitude to what is happening changes.
According to the authorities, Khabarovsk-City is intended to become a modern complex on the banks of the Amur River, a landmark for the city. Plans call for the City to include an amphitheater, an embankment, a water transport station, a school, a clinic, and residential buildings.
The Etalon Group of Companies was named as the project's investor. The company reported on September 3 that ends The preparatory stage of construction of the residential quarter. The total cost of infrastructure construction was estimated at 366,7 billion rubles, of which 55,6 billion rubles came from the federal budget, 48,2 billion rubles from the regional budget, and 262,9 billion rubles from extra-budgetary sources.
Khabarovsk residents did not appreciate the deputy chairman's idea with bonds.
"Where did all those lines of investors go?", "First, you f@cking pay off your insurance/savings and other USSR debts... Although, a sucker isn't a mammoth, let him pay," "Let them borrow money from microloans," "They came up with bonds to help them build luxury residential complexes. The next step is to foist them on the public sector, forced-voluntary," "Let's issue bonds under the KRT!"
Similar buildings to Moscow-City were also planned to be built in St. Petersburg, Kazan, Tyumen, there were conversations about this in 2020 Krasnoyarsk"Ekaterinburg-City" was supposed to to appear in the Urals, but they planned to limit themselves to one tower.
