An audit revealed that the district administration had reported only once, and only on the posting of a leaflet online titled "We are against terrorism."
The court decided that this was insufficient and that “the measures taken did not comply with the requirements and recommendations of the commission and did not relate to the points of its decision.”
Sergei Tyshchenko did not attend the trial, but through a representative conveyed that he fully admits his guilt and requests a lenient sentence. The judge Olga Sinyugina took his confession into account and imposed the minimum prescribed fine of seven thousand rubles.
