Poor fight against terrorism – a fine! But a small one. 

In the Volgograd region, the head Kotelnikovsky district Sergei Tyshchenko the magistrate's court recognized guilty for failing to ensure "the proper amount of work to counter terrorism and neo-Nazism." For this, he was fined 7 rubles. 

At the beginning of the year, the regional anti-terrorism commission approved new preventative measures. District heads were instructed to report monthly to the governor's office on their progress. An audit revealed that the district administration had reported only once, and only on the posting of a leaflet online titled "We are against terrorism." 

The court decided that this was insufficient and that “the measures taken did not comply with the requirements and recommendations of the commission and did not relate to the points of its decision.” 

Sergei Tyshchenko did not attend the trial, but through a representative conveyed that he fully admits his guilt and requests a lenient sentence. The judge Olga Sinyugina took his confession into account and imposed the minimum prescribed fine of seven thousand rubles.

This is not the first punishment for “insufficient fight against terrorism and neo-Nazism.” The head Mikhailovsky municipal district Yuri Kokin — seven thousand rubles.
