The head of the Belgorod region complained of "internal resentment against the authorities" after a local resident refused to give him a ride.

The train stopped near Belgorod, and the governor tried to find someone to give him a ride to a railroad crossing 600 meters away, where a car was waiting. He approached a local resident, but was refused.
