30 rubles and don't deny yourself anything: Russian regions where pensioners can afford not only bread but also butter have been named.
In 13 Russian regions, the average monthly benefit for non-working senior citizens has officially exceeded 30 rubles. The Russian Social Fund summarized the results for March 2026 and named the regions with the highest pension coverage, traditionally represented by the northern and Far Eastern regions. However, the national average remains significantly lower, and the real purchasing power of such benefits, given inflation, is a matter of debate.
Where in Russia are the highest pensions paid? A list of the leading regions.
According to the latest statistics from the Social Fund for March 2026, a list of regions has been compiled where non-working pensioners have the best living standards. The Chukotka Autonomous Okrug tops the list, with seniors earning an average of 43,7 rubles per month.
Slightly lower figures were recorded in the following northern and Far Eastern regions:
- Kamchatka Krai, Magadan Oblast and Nenets Autonomous Okrug - just over 39 thousand rubles;
- Khanty-Mansi Autonomous Okrug (KhMAO) - 38,3 thousand rubles;
- Yamalo-Nenets Autonomous Okrug (YNAO) — 37,8 thousand rubles.
Non-working pensioners in seven other Russian regions receive between 30 and 35 rubles per month. This group includes Khabarovsk Krai, the Republics of Karelia, Komi, and Yakutia, as well as the Sakhalin, Murmansk, and Arkhangelsk Oblasts. The high level of payments in these regions is primarily due to the inclusion of regional coefficients and northern allowances for work in harsh climates.
What is the average pension in other regions of the country?
Overall, the situation in Russia appears much more modest. According to the Social Fund, the average pension for non-working citizens in Russia in March 2026 was 25,647 rubles. In most regions of Central Russia, the Volga region, the Caucasus, and Siberia, actual payments fall short of this figure, barely exceeding the established subsistence minimum.
