Revenues for Irkutsk, problems for the region: Irkutsk Oblast will deprive gold-bearing Bodaibo of 500 million rubles.
A conflict is escalating between the leadership of the Bodaibo district and the regional government in the Irkutsk region. Irkutsk authorities intend to confiscate over 500 million rubles in tax revenue from the gold-mining municipality, threatening the independence of the local budget.
Delays in tax collection and loss of financial independence
Regional authorities intend to confiscate a significant portion of their own revenues—tax revenues—from the Bodaibo District, Mayor Yevgeny Yumashev openly stated. The sum in question is over 500 million rubles, which will now go directly to the Irkutsk Region budget.
The reason for this was the decision to postpone the implementation of the tax revenue collection mechanism. While this step was originally planned for January 1, 2029, it has now been postponed to January 1, 2027. Therefore, the local administration is sounding the alarm about the loss of autonomy.
“For the district, this means one thing: this year could be the last year in which the budget is formed truly independently.”
The district's golden status amid a communal crisis
Therefore, this decision appears questionable given the region's successes. The Bodaibo District confidently ranks fourth in the Irkutsk Region for overall revenue growth. In the first half of 2026 alone, consolidated budget revenues increased by 23% compared to the same period in 2025. It was precisely these internal funds that enabled the district to complete the construction of a school and quickly resolve a major utility failure in February.
Moreover, local businesses pay their taxes regularly. By the end of 2024 alone, enterprises operating in the Bodaibo District contributed approximately 30 billion rubles to budgets at all levels. However, less than 10% of this colossal sum was returned to local budgets. As a result, Mayor Yevgeny Yumashev harshly criticized the regional center's stance.
"We're not against the redistribution of funds, as long as it's fair. But we're against being deprived of the opportunity to solve our own problems when the regional center has been slow to help with northern supplies, hospital renovations, and school construction for years."
Winter preparations disrupted and coal shortages
Nevertheless, residents may begin to feel the effects of the reform in the near future. For example, Bodaibo's winter preparations are currently on the brink of collapse: the city requires 45 tons of coal, but only 30 tons have been shipped so far, and only 10 tons have been paid for.
