Foreign websites will no longer require phone number authorization for Russians.

The Ministry of Digital Development, Communications and Mass Media has removed from the new version of the "Antifraud 3.0" bill the provision requiring foreign websites and apps to authorize Russian users solely by phone number. These changes will allow users to maintain their usual methods of accessing foreign services without the need to transfer additional data.

Shifting focus to telecom operators

The document also removed the requirement to store registration and activity data of Russian citizens for three years for transfer to law enforcement agencies. The current version of the third package of measures to combat cyberfraud shifts the focus to telecom operators. Specifically, the draft clarifies the rules for identity verification when signing contracts remotely and requires telecom companies to store IP addresses and ports used when applying for SIM cards online.

Timeframe for consideration of the bill

A representative of the Ministry of Digital Development, Communications and Mass Media, told Vedomosti that the document is still under discussion with industry and government agencies, and therefore the final version of the bill has not yet been finalized.

Therefore, the initiative may still undergo further revisions. The "Antifraud 3.0" bill is planned to be submitted to the State Duma in the fall. However, the key provisions of the first antifraud package of measures to combat cyber fraud have already entered into force in the summer of 2025.
