The Ministry of Education has established rules for the use of neural networks in schools: AI is banned for elementary grades.
The Russian Ministry of Education has prepared and distributed official guidelines to Russian regions on working with artificial intelligence in educational institutions. For the first time, the ministry has clearly defined the limits of acceptable use of neural networks for both teachers and students of different ages.
AI-related regulations for educators and data security
According to the document, teachers are allowed to actively use neural networks to prepare lessons, analyze student performance, and automate routine tasks. However, officials have imposed strict data security restrictions.
In particular, teachers are strictly prohibited from uploading personal data of students, their parents, and colleagues to neural network services. Furthermore, grades, personal characteristics, children's work, and any internal school documents are also prohibited. Consequently, absolutely all requests to AI servers must be completely anonymized.
Rules for using neural networks for schoolchildren
The Ministry also established certain requirements for students, dividing them into age categories:
- Grades 1–4: Independent use of artificial intelligence is completely prohibited.
- Grades 5–9: The use of neural network tools is permitted only under the direct supervision of a teacher.
- Grades 10–11: High school students are officially allowed to incorporate AI into their project and research activities.
However, presenting text generated by a neural network as one's own work is strictly prohibited at absolutely all levels of education.
Legal context and legislative framework
However, the Ministry of Education's recommendations were no accident. They were published against the backdrop of the active development of a legislative framework for the application of technological innovations in Russia.
As a result, the Federal Law "On Supporting the Development of Artificial Intelligence Technologies in the Russian Federation" came into force in September. This document, for the first time, formalized the legal definitions of AI and services created using it.
