At least 37 regions have already introduced one-time benefits for pregnant schoolgirls and students.

Since the beginning of 2025, 23 regions from this list have paid girls at least 7041 allowance, Verstka calculated. The amounts vary depending on the region—from 100 until 345 thousands rubles for registration for pregnancy and the birth of a child.

The largest number of such payments were made in Stavropol Territory (720 times), Kemerovo region (704 benefits) and The Nizhny Novgorod region (646) The corresponding payments were also reported in Altai Krai (587 payments for 2025-2026), in Saratov region (499 payments in 2025), in Tomsk region (497 payments for 2025-2026) and in St. Petersburg (346 payments in 2025).

In reality, the actual number of benefits paid out should be greater than the reported 7 times: regions do not publish regular reports on payments made publicly; information can only be gathered from news reports in regional media or from speeches by officials. About a third of regions have not yet provided any information on such subsidies.

At the same time, restrictions on abortions are being strengthened in the country: 31 in the region, “inducement” to them was prohibited under threat of fines, and in 17 In some regions, private clinics have completely abandoned the procedure. Furthermore, the Ministry of Health has tightened pre-abortion counseling, involving priests and pro-life activists, and has restricted access to emergency contraception.

All this is supposed to encourage women to have children. Demographers who spoke with Verstka are certain that such policy measures cannot be effective.
