A high alert regime will be introduced in the Irkutsk region due to a bear invasion.
Governor of the Irkutsk Region Igor Kobzev proposed introduce a high alert regime in the region due to bear attacks on people.
Kobzev explained on his Telegram channel:
Every day, 50-60 reports are recorded of bears entering populated areas and of encounters with bears in suburban forests. […] I proposed declaring a state of heightened alert throughout the region. […] This will limit people's access to the forests. After all, it is there that fatal encounters between mushroom and berry pickers and bears have occurred.
Incidents and outreach to people
Previously a bear lifted up Two wild plant gatherers were killed in a forest in the Kirensky District. And on September 17, residents of Baikalsk were asked to stay indoors because of a bear roaming the streets.
Bureaucratic "necrospeak" and regulation of numbers
After hungry bears began approaching people en masse in Siberia in August and September, regional authorities began issuing orders to cull them. But instead of "kill" or "shoot," they resorted to bureaucratic necrospeak—"regulate." Social anthropologist Alexandra Arkhipova pointed this out.
I understand that this was used in bureaucratic documents before. But now it's not officials in internal documents that are using this word, but the media.
wrote Arkhipova.
Kobzev's report was no exception: according to him, "the service for the protection and use of wildlife in the Irkutsk region has made 133 decisions to regulate the population of 353 bears."
