Mobile internet was shut down in Ulyanovsk "until the end of the Second World War."

Local officials reported that they are restricting internet access in accordance with federal authorities' orders. However, they have no plans to reactivate it, even outside the period of unauthorized access. The Minister of Digital Development Ulyanovsk region Oleg Yagfarovassumed that the shutdown period was "until the end of the special military operation."

Mobile internet has been out in some neighborhoods of Ulyanovsk and other towns in the region for almost two weeks. Locals report that even the "white lists" of permitted resources are not working:

"Everything has come to a standstill, making it impossible to pay. POS terminals in many stores are down. We went to the tax office, and nothing works. We went to Sberbank, but they can't help, since in many cases you have to log in through the customer's phone, and there's no internet." — the townspeople write.

Officials are not disclosing which specific areas of the Ulyanovsk region are subject to restrictions—Yagfarov explained this is a "state secret." However, he recommended using free Wi-Fi, of which there are 450 in the region.

Interestingly, back in July 2025, the same Minister of Digital Development promised Ulyanovsk residents that internet outages would no longer occur. Connection speeds were supposed to drop to 256 megabytes during drone attacks, but not completely disappear.
