A unified registry of Russian mobile phones: the bill was approved in the first reading in the State Duma.

Now, every new smartphone will be registered in a special database, and SIM cards will be linked to a specific device. According to lawmakers, this will strengthen security measures in the fight against fraudsters and drones.

Bill introduces Strict control over mobile devices through the International Mobile Equipment Identification (IMEI) system. Every gadget imported into Russia will be assigned a unique 15-digit passport number, which will be entered into a single state database. The package of innovations is called "Antifraud 2.0." According to the proposals, phones will be blocked if the subscriber exhibits "suspicious behavior."

According to experts, such the base will become another step towards the complete deanonymization of users before the state. And the founder of the publication Mobile-Review.com Eldar Murtazin He also doubts that such a database will help in the fight against fraudsters who use virtual numbers. 

Deputy Delyagin and also commented bill:

"The fight against fraudsters shouldn't turn into a fight against law-abiding citizens. The fight against criminals using electricity is no reason to ban electricity. We shouldn't incite hatred towards our own country in Russian citizens; such things never end well.".

In total, the bill contains approximately 20 different initiatives. These include the creation of children's SIM cards with parental controls, international call labeling, the ability to report fraud through Gosuslugi, and others.
